Minutes:

This application sought full planning permission for 46 residential units for rent, including 24% affordable rent.  This would be a mixture of 1 and 2 bedroom flats, and 2, 3 and 4 bedroom houses. New planting was also proposed along the eastern and southern boundaries.

 

Members received a short presentation on the development in question from the Planning Officer. The Development Management Service Delivery Manager was seeking delegated authority to grant full planning permissions, in consultation with the Chair, once mitigation proposals had been assessed and subject to being satisfied that the noise risk to the application site is such that all noise issues and concerns can be adequately dealt with by way of condition.

The Democratic and Scrutiny Services Officer read a submission from a speaker, on behalf of Asda, due to technical issues.  The speaker raised concerns in respect of noise pollution, given that the store operated on a 24 hour basis and the proximity from the boundary.

 

In response to a question, the Planning Officer confirmed that two objections had been received regarding loss of privacy and one general representation against further development. There would be a 20 to 30 metre deep tree band between the site and existing houses to provide privacy. Members discussed the S.106 payments and it was noted that the education contribution would be spent in the vicinity of the development site as required.

 

Questions were also raised regarding the size of units, as many would not meet national space standards. Officers informed members that developers were able to apply, on viability grounds, for approval in spite of size. External surveyors had been contracted to assess the developer’s plans and had supported the developer’s case.

 

A discussion was held in respect of deferring the application, however,  Upon the recommendation as set out in the update report being put to a vote, Members it was by majority:

 

RESOLVED

that in respect to planning application TWC/2020/0518 DELEGATED AUTHORITY be granted to the Development Management Service Delivery Manager to GRANT FULL PLANNING PERMISSION subject to the following:

 

A)           The Development Management Service Delivery Manager, in consultation with the Chair of Planning Committee, being satisfied that the noise risk to the application site is such that all noise issues and concerns can be adequately dealt with by way of condition.

 

B)           The applicant/landowners entering into a Memorandum of Understanding with the Local Planning Authority (subject to indexation from the date of committee with terms to be agreed by the Development Management Service Delivery Manager) relating to:

 

i)          Highways contribution of £39,178.73

ii)         Woodland management contribution of £8,000

iii)        Playspace and public open space contribution of £27,300

iv)        Sports and recreational facilities contribution of £27,300

v)        Education contribution of £144,296

vi)        Provision of 24% affordable housing

vii)       Ecology financial contribution of £3,000

 

C)           The following conditions (with authority to finalise conditions and reasons to be delegated to Development Management Service Delivery Manager):
